Really, the law no longer requires baseline coverage? So, LA and some other states are going to effectively screw over their working and middle class residents because of of politics while continuing to be a HUGE burden on the Medicaid roles.

Yes, which is why states should be waiting until after the election to see exactly who is president and who controls Congress. Right now that is still up in the air and "ObamaCare's" fate will be determined by the elections.
If it's repealed he will have saved his state a whole lot of money. I would imagine many states are going to be hesitant about going full throttle ahead implementing this until they know what the results of the election are. That's just being sensible .
Also individuals can protest and not pay the tax on a product they don't want. After all the word illegal has no meaning today.
