Well, actually, if you are an administrator in a school system or in healthcare (at any level) it doesn't matter what your personal political leanings may be . . . it is going to be to your advantage to grow the federal government as big as it can get. Schools depend on Federal dollars and so do healthcare programs, both Medicare and Medicaid (altho Medicaid gets funding f/ the state as well).
However, when you take federal dollars, there are all sorts of regulations one has to then adhere to in order to continue qualifying for that money -- and that means local school districts -- and local healthcare providers - no longer have control over their programs (and budgets) at a local level.
It is a complicated symbiotic relationship, but the reason programs are constantly being "reformed" (or expanded or re-worked) is to increase federal allotment of dollars to the hundreds of programs that should actually be funded at the local and state level to begin with.
