If I understand the U.S. Constitution correctly, the president is the highest ranking public SERVANT, one step BELOW the lowest ranking private person.
And he is delegated authority to execute the laws ENACTED by Congress.
Technically, the source of the mess is CONGRESS, not the president.

Obama ignores laws through executive order. He only enforces laws he agrees with. He is an unconstitutional emperor by executive order.

I think your confusing Obama with your local law enforcement agency. Did you really think the President was going to drive around and give people tickets???

OK, since you are a liberal, I'll dumb it down for you. Obama has instructed the Attorney General to not enforce laws with which Obama does not agree. Immigration laws for example, and DOMA.
