No, what the Constitution says is that you have to be a citizen to vote. To become a naturalized citizen you must know English. If you were born here as a citizen then what is the likelyhood that you don't know English? Come on, get real.

Yes, NY has a large PR population. What I find amusing is that my friends and family from or in PR do not need bilingual government documents OR translators.

What we need to know is WHERE were these PR voters were educated. I am going to wager they are the product of NYC schools and not recent arrivals from PR.

About 14.3% in Alaska. When Alaska was made a State, the Alaskan natives were made naturalized US citizens and Alaskan citizens. There are more than 20 languages written and spoken in Alaska, and approximately 14.3% of the Alaskan natives do not read, write, or speak English.

Not all "Hispanics" speak Spanish. Take away the illegals and their Anchors and maybe half of all Hispanics speak only English.
