How poor is Austin compared to Chicago? How entrenched are broken homes, generational poverty, and poor education in Austin? A better question: Why do people join gangs in the first place?
I would expect wages in Chicago are higher than in most places -- look at some poor black rural town in Misssissippi, you would expect much higher poverty rates but fewer gangs. Mississippi is the poorest state yet it's crime index is lower than the national average crime index.
Since most of these killings are a result of interpersonal conflicts, the question that needs to be addressed is this: why do young black males have no impulse control?
If you subtract out crime committed by African Americans, the US has about the same murder rate as European countries.

Maybe overpopulation. You get too many in one place with nothing to do and eventually they turn on each other.

Mississippi exists as an interesting statistical anomaly. Mississippi is very poor, has a high murder rate. However, it has one of the lowest Black murder rates in the nation, and as you say, a relatively low national average crime index.
One thing to consider is this. Chicago might have higher wages than most places. However, what is the wage rate for Blacks in Chicago, what is the unemployment rate for Blacks in Chicago? And consider this. Mississippi has the least urbanized population in the USA. The one place where you would find any major drug activity is in Jackson, the largest city in the state. And Jackson only has about 173,000 residents. Mississippi has one of largest rural Black populations in America, and one of the lowest living in cities. Contrast that with Illinois, where most of Illinois' Black population lives in Chicago. Alot of poor Blacks live in Chicago's housing projects and other crowded areas, where drugs are rife. A rural Black area in Mississippi is not the same as a crowded ghetto in Chicago.

It ain't the guns.
A better question is this: Which segment of the Black population do these interpersonal shootings take place? And how were such persons raised? Perhaps those kinds of shootings have more to do with how one is raised.

I don't think it's poverty because I live in one of the poorest US cities that's also one of the safest. Poor people aren't more inclined to commit crimes.
If someone is very hard working and earns little, they are likely a nice good person and you'd have no reason to fear them. If someone grows up never learning how to work for what they want, and has become addicted to very hard drugs, you have reason to fear them.
this is interesting the only reason people giving a rats ass about this is because its where obama is from. Actually over 3/4 do not give a **** about this THEY're/ you're just using this for political arguments.....
Most people or non blacks give two craps if people die in urban enclaves to crime and thats the truth
I do think it a lot has to do with lack of jobs and lack of opportunity. An idle mind is the devil's workshop, kids will turn to drugs out of sheer boredom but also because they're pushed and coached to try drugs that can hook them the very first time.
Living within your means becomes a whole lot harder when you have a drug addiction and a habit that requires you to come up with $500 a day. Rich people like Lindsay Lohan can better handle their addictions to very powerful drugs because the money is available, but if you need $500 a day and can only make $100 a day, you have a problem.

I don't think being poor will cause someone to commit crime. I was saying that there is a difference between Chicago and Mississippi. Rural Mississippi is a totally different environment than the projects of Chicago.
