It has happened before in the past, the government has done things retroactive before, this isn't a new process.

Yes, and Republicans believe that personal responsibility is ONLY for Americans, ie. other nations shouldn't have to foot the bill for their own security, the American taxpayer ought to be willing to do it for them. When you really cut through all the chatter, the Republican party's core belief is to cut government social entitlements to American citizens so we can boost government military/security entitlements to citizens of foreign nations. They want to tax and run a budget just enough so American citizens get little from American government while foreign citizens get much from American government. They frown on American dependency on American government while wholesale embracing foreign dependency on American government.

I say if Americans aren't good enough go get American government welfare, then foreigners sure as heck shouldn't get it either. If Americans have to pay for having enough of a military to adequately defend America, then other nations should have to pay for enough of a military to adequately defend themselves. Cutting out this huge subsidy to foreigners in providing their national security free of charge to them is one big way to help America reduce its own deficit and debt problems.

Link please ? What they've done in the past effected the IRS and held up refunds.
When have they made changes that effected every company in the US regarding paychecks withholding ?

Lefties are deluded....once Obama refuses this new bill today which will be passed to lift all tax's Jan 1....for everyone except people over the one million mark....the whole mess will be his doing, now

when Feb-March comes along and Obama wants to borrow money to pay all the deadbeats he needs approval where he will be raising the debt....Obama will not get the approval and shouldn't because his whole thing for re-election was...hey I need more time remember lefties..? So whats in store is all the deadbeat lefties with guess what...nothing in the mail...nothing to chew on but the dumb mistake in choosing, well maybe the Obama phone can be hawked for a quarter or something so that would be ok...I guess.

Learning curves in life come in many forms, shapes and sizes....oh well. Obama is not cooperating and hardly has a mandate...he did not even get a full 51% of the vote...even Nixon got 60%...Reagan I think 68%

A couple of comments.

First: I work for the State of Texas and have to deal closely with our legislature (for which I deserve a place in heaven). The last legislature convened with many new members elected to cut taxes and hold down spending. They started the session full of vim and vigor until planned cuts were revealed. They included closings in their districts which were totally unacceptable. The wrangling back and forth continued for months until almost nothing got done. They ended up passing a balanced budget by a) changing accounting rules, and b) intentionally underfunding agencies. The agency for which I work is projecting that we will run out of funds in February (February and March are the most common end dates for agencies). Our fiscal year runs until the end of August. The legislature convenes in January and the first act of business will be to find about $10 to $12 billion dollars to get us through to the end of the fiscal year. But the Tea Party legislators can honestly claim they didn't raise taxes and they cut the budgets. It's all smoke and mirrors, but it's true.

Second: How many people have actually done the math on tax increases for the people making over $250K? If the rates go up 4% (which is the current scenario), it would mean that the wealthiest Americans would pay an addtional $400 for every $10,000 additional dollars of adjusted gross income. Or to put in another way, anyone with an adjusted gross income of $1,000,000 would pay an additional $30,000 of tax. I really don't see that as some great hardship. And as for the impact on small businesses, the Maine Small Business Coalition (about 3,400 small businesses) have voiced their approval of Obama's tax plan. As they point out, 97% of small businesses make less than $250K a year. (The few that don't are probably single-owner hedge funds.)

There IS no new bill. The GOP couldn't get it out of the House - they didn't even VOTE on it.

Who is it again you were saying is "deluded"? You don't even seem to know what is going on at all.
