Oh, whatever happened to history? The creation of DHS wasn't even that long ago and despite only a few years having passed, ideology has, apparently, completely wiped reality from the brains of some people...

I suggest you look up who created the DHS. Be careful, though, it might shatter your simplistic worldview.
