The law. Not everything is liberal/conservative issue. Trust me, many (if not most) conservatives will do anything to keep pot illegal, and many (if not most) liberals will do anything to make it legal.

No, it means you would not be charged with a crime for possession or consumption. Lagalization would be taxation.
