9 Year Old Injured while driving parents car-Parents Fault? (illegal, gun owners, children)

According to Philadelphia police, a 9-year-old boy took his parents car for a joy ride on Sunday morning without their knowledge and ended up crashing the car on the Roosevelt Boulevard.
Police said it happened shortly after 9 a.m. The boy took the family’s 1999 Chevy Malibu and was driving north on the boulevard’s outer lanes, when he lost control. The vehicle struck a tree, flipped over twice, but the boy was not ejected.
It seems pretty obvious that the parents were not responsible and left their keys out where this innocent child could find them. And they also failed to properly secure their car. This child was severely injured, and other innocent people could have been killed. This incident would have been avoided if the parents had simply done the responsible thing and secured their keys in a way that would keep this child from getting to them.
Should the parents be charged and prosecuted for their irresponsible behavior?
It seems pretty obvious that the parents were not responsible and left their keys out where this innocent child could find them. And they also failed to properly secure their car. Now....back in the good old days, parents would take responsibility. That's what parents used to do. They didn't jump up and sue, they didn't place blame, they didn't go screeching and wailing all over the place. They took responsibility and learned from their mistakes.
Cars should be illegal and the parent's were grossly negligent and should be thrown in jail for this incident. As a matter of fact, all parents should go to jail when their young children do something that could have been prevented if the parents had never severed the umbilical cord.
