Civil war. (sigh ) I wonder, if things will ever get tbat far off the rails. There are some scary groups out there, and the government is pushing all the right buttons, here lately. Localized, brushfire conflict, could be a foregone conclusion.
The pain of losing those contributors to their tax base was adequately made up for by the gain of votes to the politicians who cause it to happen, given by ignorant voters who thought the politicians were doing something that would work.
By the time the voters find out it didn't work (and never could have), the votes will have already been cast.

Cheap labor doesn't mean much when you only have 10 employees and you offer to have them move with you to your new location.
A company can't hire an $8 an hour illegal to machine AR15 parts.
Since most parts are (or can be) made in CNC machines, sure they can. It isn't that hard to teach someone to run the machine once the program is entered. "Place the billet HERE, clamp it in place with THIS, like THIS, close the door, and push THIS button to START. If something breaks, push THIS button to STOP, and call the Supervisor!"
PROGRAMMING the machine takes more skill and knowledge.
