It would be a contract, if there is any changes to the contract, it would happen with future students.

I will agree with that, growing up in Virginia, I almost moved to North Carolina for college.

virginia is actually much better for public colleges. north carolina just has lower tuition rates. california is probably the best, but VA is a close second. hard to compete with schools like UVA and william and mary.

That is true, but being an architecture major, I didn't like what Virginia schools had to offer. Also being a city person, I didn't like the idea of going to college in a small town or rural area. VaTech could of worked for me, but the area the collegr was in was so boring.
