My sisters place of employment put her hours down to 18 a week, right as she was getting her breast checked out for cancer. She lost her insurance and now I'm trying to find grants for her to have the procedure.

The last time this happened, she was doing time for manufacture of meth, and they kicked her out of the pokey. She had to pay for the procedure(my dad did) and two weeks after her mastectomy of one of her boobs, they came and got her and put her back in the pokey to serve out the rest of her sentence.

Employment and health insurance need to disengage pronto, then we won't be arguing about this kind of thing. Employers have been cutting part timers off for a long time now, nothing to do with Obama because it started before you ever heard of him, but because health insurance is damn expensive. WHY should they offer it? They don't offer car insurance. It's a 'because it's been that way for as long as I can remember' thing and it needs to be forgotten.

That is due to the AHA, they wrote and helped passed legislation that redefined health insurance as a nontaxable fringe benefit. Private insurance is still available, but not always cheaper than what you get from large multinationals.

??? It is my understanding that health insurance has been defined as a nontaxable fringe benefit since WWII.

The war labor board ruled that wage and price controls did not apply to fringe benefits and the IRS ruled that fringe benefits were nontaxable. I don't have the specific Congressional law off hand, but the fringe benefit law was written and lobbied for by the AHA.

I read your AHA as ACA (Obamacare), and jumped in because I thought it went back to the wartime wage and price controls. So I was saying it goes back well before Obamacare (duh), which gives me a grade of... D'OH! (which is kinda like a D-minus)
