Can't argue that. The simple applies to intent, not implementation.

The govt get's its money from John Q. Smuck, it makes a big fund and invest it. It then pockets the profits. By becoming more involved as so-called govt administratively they also get to make sure the Smucks don't wiggle free in any way.
