The immigrant issue is moot. Immigrants living here --- legal or illegal --- are not the source of measles outbreaks.
For the record, the Dominican Republic has about a 79% immunization rate against measles. Cases in DR are also imported, as measles is no longer endemic there either.
Diseases mutate. Vaccines become ineffective. Immigrants legal or otherwise bring it over.
New malaria strains are drug resistant.
Unvaccinated Americans travel abroad and bring it home. If everyone who traveled to countries where measles still circulates took the vaccine there would be very few measles cases in the US.
There is no evidence that the measles virus is mutating or that the vaccine is becoming ineffective.

No, not all who are unvaccinated are willing to take the risk. The unvaccinated category includes all infants under the age of one year. i assure you the majority of the parents of those babies do not want them to get measles.
People with defective immune systems are at risk, too, even if they have been vaccinated.
Death rates for measles were on the decline prior to the introduction of the measles vaccine.
Death rates, perhaps. But not actual rates of disease, which always carries the possibility of death, mental retardation via encephalitis, deafness and other complications.
