Simple. Sanctuary cities, state and Feds have made it very clear that there are no risky consequences if they come out of their "chadows".

Obama only promised the illegals they weren't going to have to PAY for their own health care, I'm sure most will be getting in on the Medicaid expansion side of obamacare.
