I can't recall when it's ever happened. It might be the law but I certainly don't recall it happening. Charges never get filed against those enforcing the laws.

The USG does not distinguish between "accidental" and "non-accidental". It's called "unauthorized release" and it does not distinguish. Having a Top Secret clearance is in fact your orders and your direction. There is no such thing as "accidental." Either you uphold your responsibility, or you don't.
