It's clear to me that the GOP has avoided a situation whereby their votes become a part of the record. Too risky for the midterms and 2016. Easier to give amnesty by defaulting to kicking the can, as has been done for 30 years.
Two things.

First, there already is a "pathway to citizenship, it's called following curent immigration laws, which millions have been doing. So don't act as if people in Mexico had to sneak over our border because the USA didn't have any immigration laws which provided a way to get US citizenship.

Secondly, Reid will never send Senate bill S744 to the House.

Journos Still Don't Understand House Cannot Act on Senate Amnesty Bill | Center for Immigration Studies

Those paying close attention know that Senate Majority Leader Harry Reid (D-Nev.) never sent the Senate's gargantuan amnesty bill (S.744) over to the House of Representatives. Reid has refused to do so because he knows his bill is unconstitutional because the bill raises revenue; the Constitution requires all bills raising revenue to originate in the House, not the Senate. Mr. Reid is well aware

It's mostly so called small business that employs undocumented workers. One is substantially less likely to find undocumented workers by the largest employers. Walmart is not harboring millions of undocumented workers.

This country was built on the backs of immigrants, slaves, documented and undocumented. The U.S. has been importing cheap labor all along.

In my neck of the woods, Eastern Europeans arrive each Spring and work in the trades through November when they return home, rinse and repeat. Their US counterparts spend the winter on unemployment, premiums paid for by employers in most states.

Refusing funds necessary to execute President's executive orders does not constitute a government shutdown.

Doing nothing for the past 30 years has been amnesty by default. Ignoring employment of undocumented workers is amnesty.

It is no accident that the immigration can has been kicked regardless of who sat the oval or held the majority.

Don't the people deserve to see how their elected officials/ 2016 hopefuls stand on this topic based on a vote ?

Actually it took them a minimum of five years.

Both sides have plenty of room to compromise.

What matters are the conditions of the pathway.

Were your children born in the US? Reimburse the government for cost.

Are your children recieving SNAP benefits? Reimburse the government for the cost.

Are your children receiving medical care? Reimburse the government for the cost.

Or,

Suspend all public benefits for 10 years.
