So what? All federal agencies and their programs have a waste component.

That's not a good reason NOT to do something.

The Pentagon is an edifice of waste and mismanagement...should we NOT do defense either?

That's where you can learn plumbing, electrical, vet assist, dental assist, LPN (nurse).
All those can provide skills to the non academic group that will enable them to get better paying jobs.

This should be combined with either free community college, or a free two year vocational training program. It should not simply be a "get out of having to deal with the real world for two years" card.

Germany has something similar and it works well.

That is not what free community college will be used for, unfortunately. Those programs are already full and have waiting lists. People are willing to pay for those classes. What will happen is a huge expansion in classes that don't really serve a benefit, they become day care for the 18-22 year olds.

Obama is now able to play a card from the Republican deck. When the Pubs held the House but not the Senate, they could and did propose all sorts of appeal to the base legislation that they knew would never have a chance - repealing Obamacare for example. Now, Obama can propose whatever he wants that will appeal to the American middle class knowing that the Pubs will turn it down thus creating fodder for the upcoming 2016 elections. It's all just politics.

Why not add more involuntary servitude under the benevolent totalitarian police state?

We constantly see the lottery winners who are bankrupt a few years later and the teenagers who are given cars that are beat to hell within a year.

Too many people do not appreciate things that are given to them.

The vast majority of people who want to go to college can get a student loan which they can pay back over decades with the additional earning power they receive.

Providing free college will essentially flood the classrooms with people who aren't serious about receiving an education which will hurt those who are serious.

Think about all of the classes you couldn't get because they filled up before it was your turn to select. Now, imagine if the number of students suddenly jumps.

Not all CC programs are eligible. Only those for trades and admittance to a university and you have to maintain a moderate GPA. 2.5 is what colleges use to determine pass/fail.
