Not sure how much more free community college can get. I just graduated (went for 3 and a half semesters) and got Pell Grants the entire time. I didn't pay more than about 10 bucks for tuition and maybe another 10-15 for supplies my first year. I ended up usually with hundreds of dollars left over at the end of each semester. Unless you just aren't eligible for whatever reason, you shouldn't have to pay a dime to get in and out of CC in a reasonable amount of time, unless you are just hanging out and not really focused on actually learning something.

It already is. Most 4 year degrees will get you a $10 an hour job these days. Look what companies are offering on some of the job sites. Most of them can't even spell in those recruitment posts.
