When the employer is a politician, it is better to be in a union. Take Teachers in NC, no union and earning around $33k, politicians in Raleigh control their earnings and the local school systems have problems keeping enough teachers.

Its a market based system we live in and politicians do not want to pay market rates, a union would be better at negotiating Salary and bennies. Thats why civil servant unions are needed.
