So is it your contention that somewhere in the federal government a worker or workers have been assigned to read City-Data and then report their findings up the chain of command?
In which branch of the federal government does this worker or workers presumable reside? Are we talking the executive, legislative, or judicial branch? What department or agency? Who gets reports on the monitoring of City Data - in other words, what chain of command does this information travel through? Are reports about City Data monitoring made, and then to whom are the reports distributed?

Most likely automated with Human oversight. At a guess, homeland security or FBI. Probably more concerned with people who might do something violent then anything else.
