I'm a little confused here. What does one's ability to speak Spanish have to do with getting DSI benefits? Is it considered to be a disability not to speak English?

yes. people who can't read English are eligible for free monthly checks for life in the US.

I'm sorry, but Puerto Rico needs to be let go.

...they should be granted their independence whether they like it or not. No more federal funding to Puerto Rico.

I agree. They are nothing but a burden to us.

It s a factor in the determination of a disability. It is not a disability in itself.

In the overall scheme of disability it is a minor flaw in PR. Should be fixed but no biggie.

Sorry you are totally wrong! A person born in PR is just as much a natural born citizen as one born in Texas. Look it up:
and I quote "For Puerto Rico, all persons born in Puerto Rico between April 11, 1899, and January 12, 1941, are automatically conferred citizenship as of the date the law was signed by the President (June 27, 1952). Additionally, all persons born in Puerto Rico on or after January 13, 1941, are natural-born citizens of the United States.

In addition, most Puerto Ricans can and do speak English even though Spanish is the official language. There is a higher percentage of Puerto Ricans who have served our country in the military than any state in the nation.

May have been receiving, the article points out that there is no way to keep track of this, but it does point out a big loophole that would be easy to correct with an amendment to the law.
