I'm a little confused here. What does one's ability to speak Spanish have to do with getting DSI benefits? Is it considered to be a disability not to speak English?

yes. people who can't read English are eligible for free monthly checks for life in the US.
Puerto Ricans can never run for president even though they live in a U.S. territory. They are not natural born citizens.
Sorry you are totally wrong! A person born in PR is just as much a natural born citizen as one born in Texas. Look it up:
and I quote "For Puerto Rico, all persons born in Puerto Rico between April 11, 1899, and January 12, 1941, are automatically conferred citizenship as of the date the law was signed by the President (June 27, 1952). Additionally, all persons born in Puerto Rico on or after January 13, 1941, are natural-born citizens of the United States.
Translation: if you were born in PR after Jan 13, 1941, you are considered a natural born citizen, and therefore are constitutionally eligible to run for the office of President of the US (so long as you meet the other Constitutional eligibility requirements). "
In addition, most Puerto Ricans can and do speak English even though Spanish is the official language. There is a higher percentage of Puerto Ricans who have served our country in the military than any state in the nation.
May have been receiving, the article points out that there is no way to keep track of this, but it does point out a big loophole that would be easy to correct with an amendment to the law.
