There is a great possibility that this was a well intentioned warning, rather than a "threat", i.e. somebody who overheard something reaching out to try to save lives.
Real terrorists don't typically give warnings. Kids and crackpots do.
Detailed information, happened upon by a decent person and passed on as best they could, would be taken a lot more seriously than a classic threat
I am more inclined to think the intent was to instill and sustain fear and paranoia.

Anyone, anywhere in the world can send an email threatening schools within any districts.
NYPD : Same email was recieved by NY public schools, including spelling and grammar errors. They have deemed it a non- credible hoax, possibly influenced by a recent episode of Homeland.
Schools are increasingly vulnerable to threats of terrorism and mass shootings.
Most are eventually deemed to be hoaxes or unfounded.
I remember when the NRA said having armed teachers and/or personnel was their recommendation for school safety, and they were scoffed at by Obama & Co.
Funny how the same people who ridiculed them are now recommending the same thing.
