Note the building in question was only empty because it was taken over the holiday weekend. Just about every Federal building, aside from the Pentagon, is empty on a holiday weekend.
Normally, refuge employees and volunteers would be at the building today, and the employees, volunteers, and partners would host outdoor educational activities for the public. It is the refuge's HQ.

The whole 'conveniently empty' federal building at Malheur scenario reminds me of the antiquated ploy by which police could get an informant securely embedded within a gang: The undercover 'aspiring gang member' would earn his bones by dramatically torching a police car!
... which happened to be a vehicle already timed out, stripped of its gear, and conveniently left in a dark alley for the aspiring 'gangster' to lob his molotovs at in a blaze of criminal glory as proof of his hatred for law enforcement.
I wonder about how conveniently the Malheur Malcontents obtained a full set of keys to the fortuitously empty -- and wonderfully remote -- "federal building".

Not to mention the tens of thousands of union members and their liberal fan supporters who occupied the state capitol building in Madison, Wisconsin while making all kinds of threats that included lynching a governor who dared to get tired of public employee unions and promising the total destruction of anybody who tried to remove them from the building: Madison Protests

Why doubt that this is the case? it has been done time and time again.
Paid informants are a whole industry! Unsavory as all get out, but an industry nonetheless.
There are, of course, ethically operated honeypot operations that will stand up to strictest legal scrutiny, set up and operated by law enforcement. They serve a purpose, and have probably saved countless lives. The poor dimbulb who gets drunk and posts some tirade somewhere advocating mayhem is discretely contacted by the 'like minded', makes a new 'friend', but -- significantly -- is given repeated, sincere opportunities to regain his senses and back away.
Terry Loewen -- the aspiring Wichita KS airport 'bomber -- was corralled by ethical, law enforcement agents who corresponded with him. He was given countless chances to back out. But didn't.
The big industry, however, is in paid informants who use any sort of trickery, hysterical videos, and inflammatory language to entirely lead some unstable slob to commit himself to a criminal act on video -- and the informant gets paid a stipend for each 'case' they can set up and incriminate. OR the 'paid informant' is himself getting 'paid' via a reduction in prison time for 'cooperation'. Sadly, they often prey upon people with actual mental disabilities.
