Yes, you do need to have some form of ID to get benefits, but once you have benefits you don't need the ID again. Just like you need 2 pieces of ID in this state to register but you don't need id to vote.
With direct deposit and a bank account no id is needed to withdraw money(just an atm card and pin).
With a pre-pay card no id is needed just the pin.
Social Security does not mail checks anymore so no ID needed to cash it. And that is just about the only form of cash payment.
Section 8 goes to the landlord. Medicare/Medicaid goes to the clinic(might need to show ID to use it but that is just about it). And you are not required to see a doctor except for Medicare(to prevent SS fraud). You do not need to present id at any free or low cost clinic just about but they don't handle much more than screening.
Food Stamps are now an electronic card with a pin, no ID needed.
Also just because you had a ID Monday when you went to the clinic with the baby says nothing about if you have said id now.

Let see you could get robbed. Purse snatching is a common occurrence in Chicago and users of public transit are in more danger of it. Misplaced(i.e. you left your id behind in the store). Stolen from your house(that homemaker who came to take care of granny got your wallet or hers) or your drug addict brother. The state of IL actually takes your driver's licence away when you get a ticket(unless you have a bond card which costs more for your insurance). There are lots of reason why a ID that was present Monday might not be present on Election day Tuesday.
Oh and your transit card, food stamps, debit card, and credit cards could all go with the stolen wallet/purse.
Making it more expensive to get to the DMV(lost transit card) and making you temporarily unable to pay(can't get to your cash in the bank, can't charge it and can't write a check in person). It could take 1-2 days for you to get access to your money again. Probably 2-3 days(at least) to replace your stolen transit card and the DMV is only open from 8-5 M-F and only a few locations have Saturday hours of 6-12:00. How do you get work, child care(lug the kids on transit and it will cost), a person driving you, a person you are taking care of in order in a timely fashion to get a id to make it to the election on Tues. Heck it could take 1 week just to straighten out the ID problem due to the DMV hours. And on top of this you have limited income.

How long did it take to arrive(days)and can you remember your credit card number if your wallet and you part company? Oh and to get that free id(if stolen) you need to carry the police report to the DMV. Online renewal is only available to safe drivers.
They can purchase a copy of their birth certificate.
And if you can't afford to pay for it (because the rent is too high, and everyone knows The Rent Eats First), then what? I carried expired ID for a year because I was broke, the rent was too high and everyone knows The Rent Eats First.

You have to be both disabled and senior to get this fare as well as low income.
The State ID is free to over 65 as well as the disabled and homeless people....not the ride to the place. So in your case it would be $20.00 cause you are likely not in these groups. And not anyone receiving rental assistance(Section 8) who does not fit in those groups.
