Because you obviously have a misconception on the paramaters of why police can detain and question a citizen.

The police only have to have a reasonable suspicion that a crime has occued, and they are 100% within their rights to ask a citizen to surrender a weapon during questioning.... especially if the citizen has it out of it's holster and in hand.
