The police should have rushed him and cuffed him, charged him if they thought he had a weapon--seeing as clearly, he never raised a hand in threat and was walking back
Sure, rushing and trying to cuff a man who has a gun which he can easily raise up and fire as the LEO charge him, sounds like a great plan?
Too bad you weren't there and could have suggested that to the officers, maybe you could have given the suspect a huge bear hug!
Where was the gun, Smart Guy? Where can you definitively and positively see a gun?
Yes. It was all a ploy. The cops all decided they would shout "drop the gun" multiple times before shooting him just for the hell of it. Then, they decided to plant a gun at the scene too with his prints on it as well.

Right here!
Do you really believe police departments issue "throw away guns" with serial numbers removed to their officers so they can plant them at crime scenes, with the suspect's finger prints already on them? Your tin foil hat is on a little too tight!

Between you and @01snake, I'm not sure who is more remedial...
I said I never saw a gun in the dashcam or body cam videos. I also said that it was entirely plausible that he had a gun. I certainly never said a gun was planted...
Now, I ask again, what did Scott do that warranted him being shot? I know reading comprehension isn't the best of skills for you, but maybe you can find a way to answer that question? Or is that too tough for you?
No matter what the conceal or open carry laws are, you are still required to follow the orders of a police officer especially when they tell you to drop your gun. A carry permit (which this convicted felon did NOT have) wouldn't allow you to hold a gun in your hand while police tell you to drop it during an arrest.
