Hollywood and Silicon Valley would be all too willing to defund Trump's budget.
Fortunately Trump does not have the authority to cut federal programs to states that do not bow down to his will. Trump can't do much of anything without Congress and the judicial system agreeing with it. He won't even be able to do the things he might have authority to do without lawsuits delaying his actions for years. The lawyers are going to get rich over the next 0-4 years.
He through executive order, has all the authority he will need.
All California would need to do is instruct employers to send federal taxes to the state where it would be held in escrow until the matter was resolved in the courts.

Federal taxes are federal money, and no state could claim temporary ownership of that money.
It belongs to the federal government.
