You can spout off 'tax evasion' if it makes you feel better but this would be unprecedented and the IRS doesnt have the manpower to force 19 million California workers to simultaneously do anything.

Hollywood and Silicon Valley would be all too willing to defund Trump's budget.

Federal taxes are federal money, and no state could claim temporary ownership of that money.
It belongs to the federal government.
