Who Is The Head of Counter-Terrorism at The FBI? (Putin, Canada, election)

And why isn't that person being considered for the Director job? I really don't know who that person is but I seem to recall that years ago it was announced that counter-terrorism would be the number one priority of the FBI so wouldn't that person make a good director? I also don't know if that counter-terrorism job head is appointed or is a career bureaucrat. If it is the latter, I think whoever it is should be considered and also should be qualified. I also think if they aren't an appointee, the pick should be less contentious.

Maybe Trump can negotiate with Putin to allow Snowden to be returned to USA> Trump pardons him and inserts him into the " Head of Counter-terrorism" thus totally qualified for FBI Director.. That's a wet dream for Trump and his supporters!!
