Typically, by increasing supply. This generally isn't done though because of NIMBYs who don't want their views blocked, or people of lesser means to move into their neighborhoods.
It's reasons like these that New York City and Los Angeles will probably never get rid of their public housing the way that Chicago and Boston and St Louis did. If NY and LA had only market rate housing, rents would be even higher than now, because with public housing in existence, those people are out of the pool of people competing for market rate housing.

Incumbent homeowners have vested financial and lifestyle interests in minimizing the proximate supply of neighbors of economic means inferior to their own. NIMBY policies are the easiest and most effective way to achieve this.
The group that is proposing this new standard is the same group that wants open borders. So what do you think is going to happen when robots take one third of American jobs in the next ten to twenty years? If the Democrats are calling the shots; illegal, under the counter, workers will be the only ones working. Americans will be sitting home and waiting for the help that will never comes.
The Democratic Party was built for the middle class. But today's Democrats only know that the middle class and the poor have no money. They favor the billionaires, that can make the donations, that turn the political wheels. They have no morality; just the need for more power and money.

Minimize restrictive housing and zoning regulations. Where I live, two-thirds to three-fourths (depending on who you ask) of the land is zoned to prohibit multi-family housing. Rents have necessarily skyrocketed. Homelessness and overcrowding are rampant. In the few places where multi-family is allowed and land is available, that land is prohibitively expensive so that new construction is unaffordable to everyone below median income. Some people support a proposed rezoning to allow more apartments. Homeowners and neighborhood associations (run by homeowners) oppose rezoning. Homeowners usually prevail in these conflicts, ongoing housing shortages are the norm in many parts of the country.
When people say a $15 minimum wage is necessary because The Rent Is Too High, opponents shrug and say that rents are the result of market forces.
What opponents don't admit is that The Rent Is Too High because government rigs the market.
Cost of living varies dramatically by area so mandating a nationwide fixed minimum wage, especially at the higher end of the pay scale (e.g., $15/hour), is utter lunacy. IMO, any Federal minimum wage should be tied to cost of living in an area (with a cap) and market demand for labor. It should give people an incentive to move where there is demand for labor and it should give local governments and communities an incentive to reduce the cost of living/housing.
Right because the economy is directly effected by how much money people have. Wal-Mart already said this years ago they don't even care when minimum wage goes up, they love it. Low income people spend whatever extra money they make.

The current minimum wage in Arizona is $10, not $15. It was $8.
There was nothing said or implied in the article that supported your Fake News headline that employment had "surged". It only said the ruling had allowed the pay raise to go through.

The point of a national floor is to stop a flood of people to one particular area. Just like why if we get single payer healthcare, it has to be done nationwide, rather than at the state level. Otherwise, you will have a flood of people to the couple states that choose to do it from all the states that don't
