It only upticked one year - 2008, and then quickly dropped back to normative levels. 2007 was a benchmark low. 2004-2007 showed the lowest in a long time. Ditto 2009-2010.

Ask yourself why the whole country of England has less murders than the city of Chicago (where guns are easy to get on the black and out of state)? You can't blame it on culture, both countries watch the same movies and video games.
There's a whole lot more to culture than movies and video games. Interestingly, Chicago has among the strictest gun laws in the country. Do you not think that if guns were banned large numbers of people would still get them? Really?
