I don't think Pence wanted to be President or even Vice President but is a slimy opportunist that figured it was worth a shot if he could ride on somebody else's dime. Trump wanted to dump him on day 2 but couldn't thanks to Preibus. They all hate each other's guts -- that's becoming more obvious each day. Trump is a useful idiot for the Democrats as long as they can manage it. The GOP is his nightmare and most likely will want him gone. They could work with Pence which makes him a little more dangerous than Trump in some respects. Pence could walk away from Trump's crazy campaign promises in favor of pleasing the Bible-thumpers and going full tilt on some crazy stuff of his own.

In terms of policy - worse. That is because, after Trump, he will seem like a "saint" to many and the GOP will get to make some more policy and maybe appoint some fundamentalists SCOTUS judges.

In terms of the danger of nuclear war or the like - Pence probably has less chance of letting some nukes loose.

If the world had even a tiny bit of fairness we'd just nullify 100% of the 2016 election and start over. It turns out, however, that crime pays and even if the Trump family is taken down we end up with a POTUS and government we didn't want and which would not be there except for the Russians, Comey, Guliani, etc.
