No there really isn't any reason to proceed with a criminal investigation, they have already been through this. Lois Lerner couldn't do anything on here own, she would have needed the assistance of many civil servants to carry out her plan. DOJ has access to all the prior records and chose not to proceed, Jeff Sessions is in charge now by the way.
