It actually isn't. There simply is no crime here. If you think there is, then define it and we will let you know where you are going wrong.
Lots of people are given acces to stolen data. The very specific quid pro quo would have to be proven. Even then, legal definitions would have to be stretched to say that data is a tangible thing of value the same as money.
But, soldier on. Whatever makes you feel better about having Donald as president for the next 3-8 years.
