This is not something that just started with Trump. We did the very same thing under Obama. In part that is why Hillary lost. A big middle finger by those left behind in Philly and Detroit.

It won't work. Most people understand that the Mississippi delta counties and rural Appalachian have the worst instances of poverty, not Alabama. But "investigating" those places would have no immediate purpose. So the "UN Official" investigates Butler County, population 20,000, and then reports to the world.

Most of the money in this plan goes to the wealthy sophisticated investors. Are you planning to restructure your income to take advantage of the new rules? will you be getting to pay the new pass through or corp rate?
Or maybe you have a multi million dollar Portfolio?
Will you be gaining from the phase out of Estate taxes? or maybe you gain from one of the hundred little provisions lobbyists have loaded in?

At what point will Trump be responsible for Butler County?
The economy in Butler County, AL will not improve no matter what. In fact, as the economy strengthens (OK - IF it does) Butler County may get even worse as people move away to good paying jobs. So there may be more abandoned homes and more closed businesses to take pictures of.
Sort of begs the question, "Where did the owner of that failed auto repair shop that was pictured go?"
We are led to assume that he simply went home to starve. But there is always the possibility that he took his success and opened up a new shop in Mobile. Maybe he was even at the Trump rally in Pensacola!
Poor reporting is sometimes very effective. But it remains poor reporting.
The infrastructure in all the rural states has been falling apart for decades. Currently many states have roads that are worse than in third world countries. This isn't just my opinion, I have talked to many who have recently been to poor third world and made this same comparison. One recently traveled to rural Siberia and said that.
Another reason I am against the stupid wall. Americans don't have decent roads to drive on! When are we REALLY going to put Americans first? One of my friends took a vacation in Mexico this summer and said most of the roads are better there than in rural states.
