I don't believe that for a minute. Without a mandate, insurance companies will be more likely to compete. If insurance is mandatory, then people would have to purchase it regardless of the price. Now that it's optional that means that insurance companies have to make their product more attractive, otherwise they won't earn business. We need a true market, not a rigged system that guarantees profits for insurance companies.
As if having a smaller pool of young, healthy enrollees will encourage insurance companies to lower rates...
