Just wondering what countries allow American Citizens to cross into their country without proper documentation? To make the list, the country also has to provide free healthcare/child birth (emergency room) and free education. The county must also issue drivers license's to the"undocumented" to make the list.
There are 195 countries in the world. Which ones qualify?

Americans who flee and try to enter illegally into other countries are usually criminals.
What is the point of the question? The U.S. doesn't allow this either. In fact we have some of the toughest immigration laws on the planet.
And other first world nations don't have as many undocumented immigrants precisely because it's easier to immigrate.
The better question is "What first world immigrant nation has strict immigration laws as idiotic as ours"? The answer is none.
Not sure if the OP was talking about official policy so much as the nod, nod, wink, wink complacency that occurs here.
After all, if it was their official policy, the question would be moot because Americans wouldn't be considered "illegal immigrants" there .....would they?
And many nations immigration laws are stricter than ours.

Don't forget to enroll your children in a Mexican school while insisting that they teach in English, walk into an ER and demand free care. All while denouncing their nation as hate-filled and racist, and their president as a racist and an idiot. And waving the US flag and demanding Make Mexico the United States. Oh and for an encore, have a few riots in the streets, attack their citizens and demand your "rights".

Reagan gave amnesty to 3 million illegals and what did Dubya do when he was president and controlled Congress for 8 years about Immigration?
