Congress can pass the bill. Are they going to print the money to fund it as well?

Transport including airports, ports, road and bridges and even improving some rail connections always helps improve a nations economy, whilst better broadband and telecommunications and other infrastructure are also good for business and the economy.

They would be some of the areas I would prioritise.

We need this but the deficit is getting way out of hand.
What if tax cuts for re-patrioted money (i.e. the money 'vacationing' in off shore shelters) were used for patriotic causes? Like infrastructure projects for US?

The Brooklyn Bridge ~ new & improved by ... [your name here] ... & so on.

$200 billion added to the federal debt and the rest coming from muni bonds as few states have the cash to pay for any of this after years of Republican tax cutting and Democrat largess. Honestly, do we pay for anything government in this country anymore? If we need to fix our infrastructure and we do, then raise revenues/taxes sufficient to pay for it!

With respect to muni's, the Trump tax bill did a number on their desirability to investors making the proposition of using this funding mechanism more problematic for states as well.

It wouldn't have mattered what Trump had in mind for ACA replacement, because once he became President he was faced with the challenge of uniting Republicans that had 2 or 3 completely different healthcare plans in mind.
I'm sure Trump intended to deliver a great healthcare bill, but that was during the general election when he was still being treated like an outsider by his own party (and by Paul Ryan), so he would not have been informed of what was going on with healthcare.
