Can someone out there please enlighten me as to where it states that privately owned business are NOT bound by federal and state anti discrimination laws (outside of companies that have less than a certain number of employees).

There's this common sentiment on this forum that 'only' public business (whatever that means) are bound by such laws, and that private business are not (such as restaurants, etc.).

That "private businesses can do whatever they want" argument seems to always be a crutch on this forum. In fact this excuse was mentioned in thread about a buffet manager who told several black customers that they had to pay before eating first, something that was not enforced with non black customers. And that excuse was quickly shot down when it was shown that even private business like restaurants are bound by rules, in that in general they cannot arbitrarily refuse service to a customer.
