Some studies show that a short nap aka "power nap" can improve efficiency and be worthwhile. However, 3 or 4 hours is not a short nap. It's a slumber.

Any entity that holds a monopoly on resources and policy with the force to back it up...and has no competition (aka accountability)...produces results like we see here.

That's government at all levels. This is just a lone example at the state level.

David Goldstein is a local reporter who follows city, county and state workers around with his camera, recording them going to strip clubs, using company cars and trucks for personal business, sleeping on the job. When he does follow up stories, the employees are still there.
