He got his first bounce on this round of running for POTUS from Liberty, and Franklin Graham. He made a big donation to Liberty and Falwell invited him to speak to the students. Compulsory attendance was the rule of that day. That speech bought him 3 or days or tv time. Remember two Corinthians?
I think the key sentence here is elective and focus on history rather than ideology. Honestly, it bends the rules of separation of state and church. Our constitution contains and establishment clause and free exercise clause in the first amendment. "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof. It's amazing that Trump wants to tear down the wall that exists between the separation of church and state that our founding father's have set in place, yet wants to build an unpopular wall that we the people voted against when we elected a blue congress. Who do you imagine he's trying to represent with this?
If an elective religious class was introduced in schools and if it focuses on just the history, then it would have to teach all religions, and not just Christianity. Lest it reek of a hidden agenda that is prohibited in our constitution.

People in this country (likely that supported him) want this. That's what matters. That's what government is supposed to be.
