"build out highspeed rail at a scale where air travel stops becoming necessary"
She never said "eliminate". And she never said "all air travel". And she never said anything about international travel. Obviously any moron knows a rail can't cross the ocean. The fact is that if we had a decent bullet train, that absolutely would replace air travel for a lot of people.
At 200 MPH on a bullet train I could get to LA in under 2 hours. I would be doing that in a heart-beat rather than take a flight on an airline. It's the same amount of time as a flight when you factor in having to get to the airport an hour before your flight. And anything is worth not having to deal with TSA. So yeah, for me that flight would be UNNECESSARY.
Could she have expressed the "UNNECESSARY" thing better? Yup. Anything that right-whiners can intentionally twist the meaning of, they will. She's young, but she'll learn that lesson. Mark my words, she will eventually become a force to be reckoned with.

You are being obtuse, imo. Why can't you understand the bold? Air travel will ALWAYS be necessary until transporting cargo and people quickly will be unnecessary -- for example, as I said in another post, when "beaming" people and things is a reality and not just a Star Trek invention.
And, yes, perhaps she was referring to air travel being eliminated within continental borders, but then she should have said so. People are simply taking what she said at face value. If there is a mistake, it is because of what she said.
