I would imagine it involved lots and lots of taxes and not eating anymore beef.
With the advent of lab grown meat, it soon may not be necessary to cut back on meat.
Well, not for environmental reasons anyway. Healthwise, cutting meat out my diet made me so much healthier in all ways, as much as it kills me to admit (because animals are damn tasty lol).
