Trump's base is a solid 30-35%. He gets another 5-10 percent who don't like Democrat candidates and have no where else to go (Democrats also get the same bump 5-10%). His support is thin for most but as long as your more tolerable than your opponent you can win.

Just means you have little to no mandate and a very short rope with the general public. This is why McConnell has faced no pressure pushing back against the Presidents wall funding, Trump needs McConnell way more than McConnell needs Trump. Generic Republican President is all McConnell needs to get what he wants.
