Well, yes. But it also stalls the investigation, delaying it. It is obvious that Trump does not want Sondland to testify, because his testimony might be/is damning.

Failure to answer a subpoena is obstruction, I thought Trump wanted transparency yet he wont European Union Ambassador testify. Why was Sondland so involved in a country where he had no business, did I miss something or did Ukraine join the EU.

It's really not. It's a situation that would clear itself up in a heartbeat if the house held a vote to declare that an official inquiry was taking place. The "crisis" is that the house majority simply want to declare that an official inquiry is taking place without taking official steps and the white house is forcing them to go through the motions.

A vote is not necessary to start an official impeachment inquiry.

Since the primary defense at this time appears to be attempting to gaslight around this simple fact, this simple fact can be repeated as many times as necessary.

When it is disputed that one is taking place, a vote is necessary to establish for certain that one is taking place. When things aren't disputed, you don't have to take that step to compel cooperation, when things are disputed, you do.
