The official impeachment inquiry started about 2 weeks ago. When it is done if what they find in the inquiry justifies it, the house will draft articles of impeachment and then hold a vote. If the vote is yes, the articles of impeachment will move to the Senate for trial. If the Senate convicts, Trump will be removed as president, if the Senate does not convict, he will not be.

Trump released the transcripts and the the dems scrambled and even went to far to repeat, after they knew it was false, that trump asked EIGHT times about Biden.

A vote is not required for an official impeachment inquiry. So the above is a fallacy. It doesn't matter if Trump is willing to cooperate or not, the executive branch has no say in impeachment proceedings as outlined in the constitution of the United States which grants congress the sole powers of impeachment.
