What a vague statement. How many 3-5 ?

Almost all of the Black / Cop violence happens in Democrat controlled Black cities not controlled by Republicans. Democrat Police Chiefs hire these Cops, train them and put them on the force.

How many Republican cities have you seen this problem? It's all a Democrat / Black problem.

You're a Democrat. You fix it. It happens in your Democrat cities.

Have any media types questioned how a left wing Dem controlled city had rogue cops like this? Their AG Keith Ellison was a prominent official in the DNC. Could it be they are incompetent?

Is that why Rodney King and other victims of police brutality did not filed civil lawsuit against the state? Instead they sue the city police department and the city. For Rodney, it was the LAPD and Los Angeles

If you are speaking of an action under 42 USC 1983, the basic avenue of a Cause of Action, a State is NOT a PERSON under 1983.
