America didn't have a global military presence until after WWII.
In the aftermath of that conflict, our military-industrial complex grew on the Cold War paranoia. With Russia now only a minor threat, the corporations living on the taxpayers' defense dollars have to find other boogey-men to keep the fear level high enough to maintain their profits and executive perks.
Ike saw it coming over 45 years ago. He's a very under-rated president, IMO.
