Of the tens of thousands of owner operators, how many are actually going to refuse going into NYC? Probably a small percent of loads that will be picked up by by truckers that haven't gone radical. In a few weeks, no one will care. Especially those who take a paycheck hit.
Even if it’s a small percentage it just got more expensive to live in NYC. Plus they have to pay for being a sanctuary city.

Trucking in NYC is completely different from anywhere else in the country. Not just physically, as in getting into/out of the city and navigating the narrow streets, but legally as well. They have different rules from the rest of the country and one can't load or deliver there with equipment that's legal everywhere else. Truckers HATE New York City and with good reason.
My business deals with the Departments of Transportation and DMVs in all the states and we have to work with the NYC DOT as well. They're a freaking nightmare. Not only are their processes antiquated with delays that all the other jurisdictions seem to be able to avoid, but they're jerks about it, too. Completely unreasonable.
Everybody hates them. Don't underestimate how easy it will be for a lot more truckers than you think to simply ignore those loads as if they don't exist. Hell, they can probably filter them out in their searches.
On a side note, I don't know if it's been mentioned but you can't get onto Long Island without going through NYC (other than a ferry from CT [$$$]), so it'll be interesting to see if these guys include loads going through NYC or just the ones originating/terminating in the five boroughs.
Owner-Operators like this carry 70% of the Nation's freight. They could shut down NY in just a few weeks, & bring the State to its knees.
What will happen next? The gov't can't make them go into New York, if they don't want to.
Eh, they will just get all the new migrant workers to do the shifts. In Palm Beach County, we have more immigrants now doing the driving than American born. Including FedEx, UPS, Postal Service and DHL.

Let's hope you are wrong. This should be fun to watch! Not much on the news makes me smile these days. But, if it does work just imagining the look on your face would be priceless!
