They are doing it here. You've got these pop ups all over the place and it looks like third world dumps. It is also not fair to legit businesses.

To be fair, Pyongyang adds wibdow dressing for foreign visitors, too. It's like when Gov. Gavin CommuNewsom cleans up the streets for a visit from Biden or China's dictator, only at a larger scale.
